Update On Town Farm Quarry, Crowton

Kingsley Parish Council along with the councils of Acton bridge and Crowton have been actively engaged over the last two years in discussions with Cheshire West and Chester Planning Department to bring to an end quarry operations at this site.

There has been no sand extraction nor importation of infill material  to the quarry since 2018.

Work is continuing on the restoration of the site by the quarry operators and preparations to return it to pastureland. In a recent visit, councillors have observed the re-grading of the fields and landscape reformation.

The offices have now been demolished. The weighbridge is sold and will be removed from the site this coming weekend. Some 300 metres of the tarmac entrance road up to the B5153 will be lifted and removed from next Tuesday 2nd December onwards; this will entail some 54 lorry loads & 108 movements. They are designated for a site some 13 miles away so local residents need to be aware of this temporary activity.

This work will effectively close off the site to any further access from the Crowton entrance.

Kingsley Parish Council – Daffodil Bulb Planting

Daffodil Bulb Planting

Our Ward Councillor Hugo Deynem, is looking to support funding for local communities to plant daffodils bulbs in their communities. The Parish Council is aware that we have had a number of bulb planting events in the past and have lovely displays at the bottom of Brookside and up Hollow Lane past St John’s church.

We now have the opportunity to request sacks of 500 bulbs (enough for 50sqm) at a minimal cost to the Parish Council. The requirement for the support from our Borough Councillor is that local people, schools, youth groups, etc; are involved in the planting. At this time, there are no designated areas but suggestions are around the edge of the playing field and verges around the village. Villagers should be aware that Streetscene will not cut the verges until the foliage on the daffodils have died down.

The Parish Council would welcome your comments as to whether we should take up this offer. You can comment via the village Facebook page, or direct to the Parish Clerk via email (). We need to make applications by January 2020, and all bulbs need to be planted by March 2020.

Kingsley Neighbourhood Plan Statement – Kingsley Parish Council

This is a brief update from the Kingsley Parish Council (KPC) on what has occurred recently regarding the Kingsley Neighbourhood plan.

Over the last 18 months, the development of the plan has been undertaken by an independent steering group, Kingsley Neighbourhood Planning Steering Group (KNPSG), comprised of volunteers from the village and representatives of KPC. The steering group was provided with wide powers, delegated by KPC as the ‘Qualifying Body’ to complete this task, with the appointment of a independent Chairman to complete the plan.

The main questionnaire for the development of the plan was prepared and circulated a few weeks ago within the village; but unfortunately had a very negative response from two of the key stakeholders as well as many other residents in the village following its identification of two privately-owned pieces of land, temporarily leased for sporting and leisure activities, as designated ‘Green Spaces’. As a consequence, KPC was faced with the prospect of immediately losing two important assets to the village as well as several ancillary issues with regard to its legal responsibilities as the qualifying body and also, inter alia, compliance with data protection legislation.

KPC suspended further activities, pro tem, by members of the steering group. It adopted resolutions at its meeting on 16th July 2019 to withdraw the questionnaire and eventually revise the terms of reference under which the KNPSG were set up and in which its delegated responsibilities were defined.

We recognise that a great deal of work has been undertaken by this group of volunteers over this period and the Parish Council would like to acknowledge & thank them for their substantial efforts on behalf of the village residents. KPC is now in discussions with the Cheshire West and Chester Planning Authorities to see how neighbourhood planning could be continued. If this is successful, then the work done by KNPSG would not be lost

Unfortunately, the existing questionnaires which have been completed have been collected and stored in a safe location but will be destroyed. We still consider that, on balance, the village would be well-served in terms of planning future housing development if it prepared a neighbourhood plan.
